Allow intelligent defaults for device communication features

The Spring XML configuration currently requires that all of the core features be specified, even though most users do not make changes to them. Allow sections of the configuration such as registration manager and batch operations manager not to be specified, falling back to the default configuration. Allow command router and command destinations to be left out to support cases where command processing is not needed.
