Event source and receiver APIs can result in message loss

Description

The current APIs for inbound event sources use queues in the receivers and threads in the event sources for processing them. The events should only be queued in the inbound processing strategy since, if the system goes down before the receiver queue is empty, events may be lost. If the inbound processing strategy uses persistent queues or something similar (as in the enterprise edition), the events should never be lost.
